Reduce Dependence on Foreign Worker
Master Buiders Association Malaysia President Mr Patrick Wong and Secretary-General Ir Yap Yoke Keong attended the National Economic Action Council (NEAC) Meeting on Strategic to Reduce Dependence The Malaysian Economy of Foreign Labour yesterday (27th June 2007) at Prime Minister Department, Putrajaya.
Draft report was present by USAINS Holdings Sdn Bhd ~ the engaged Consultantf from USM, and requested feedback from related industries.
Among the strategic and policy recommendations for construction industry are:
1.) To increase foreign workers (FW) levy to RM 4,608 (current is RM 1,200), highest
among all the industries.
2.) targeted ceiling in year 2010 is 200,000 from 282,361(2006)
3.) Incentives to attract local labours
(a) Ensure workers receive some training prior to their coming
(b) Workers should be screened and accredited prior to work
(c) Allow recruitment of workers from more countries
(e) Widen and strengthen CLAB to minimise problems due to seasonal nature of construction work
(f) Vacational training should be dovetailed into university level training
(g) CIDB embark on on-site training and training of trainers
(h) CIDB training should focus on fewer trades in critical areas - MBAM stressed on wet trades
(i) HRDF should be open to the construction industry sector
(j) Wider adoption of IBS in public housing and other mass building projects
(k) more funds for R & D in construction
MBAM will conduct a workshop on Tuesday 3rd July 2007, 10.30am, at MBAM Seminar Hall, workshop focus on the above highlighted points and other practical and constructive suggestions from participants. The meeting also requested MBAM to propose on how IBS can be promoted further such as types of funds and incentives from the government .
The above-mentioned proposal might come to implementation and policy decisions after consulting the industry players.
